IMHO, I think the actual approach is correct, since a FAQ or Knowledge Base should be easy to navigate for finding what you need, and having to check a thread of messages ("ready for FAQ") for extracting what you are looking for, wouldn't be the best way.
Do you imagine FOR EXAMPLE the wiki (http://eventum.mysql.org/wiki/) being composed by messages?
Anyway, using your idea, I think it should be used like this: When creating a new FAQ entry, the user should set a reference to the issue(s) or thread(s) that originated that entry.

I would also like a Knowledge database functionality build into Eventum. The problem with Internal FAQ is that the faq's are created seperately, with no relation to one or more issues in Eventum it self.
It would be a nice feature if the assigned person could make an ongoing - or closed issue available for all general users within the organization, for example just by marking the issue as "ready for FAQ". New issues could then also be attached to an existing FAQ, to provide a faster answer for the user how sent the issue to Eventum.
I am not sure if that is also what JC had in mind, but that's how I see the Knowledge Base feature could be used.

Maybe you are looking for the "Internal FAQ"?
If that is what you needed, then it's the last option at the menu, just before "Help"
For managing the entries, go to Administration > Areas: > Manage Internal FAQ
