Actually, I just checked. The source code is indeed open and free still, but that was of two minutes ago so it is possible someone shut it down.

I believe that would mean that you are able to download the source code and get it to compile on Windows 2000. I'm sure the Blender developers would be looking forward to your patches if it indeed can't compile on Windows 2000.
