I had my colleague change from using the server's nodename to using its IP address in his P4PORT setting, and this eliminated the latency. Thanks for the tip!

Depending on how your server is accessed over the network, (usually if the depot is on an NT/2000 server, and you are using the machine name instead of a DNS entry, but not limited to that...) I've noticed that some Windows machines take much longer to resolve the name of the machine containing the depot. The problem is not Windows version specific, but rather something about machine configuration or how it's hooked up to the network.
The symptom is always that browsing through the depot in p4win is very slow, but a sync appears to be full speed. That's because browsing has to resolve the name each time, but sync is a single command that resolves only once. This appears to match what you're describing.
I've found that these machines can be sped up considerably by using the numeric IP address for the depot machine instead of the server name.

Has anyone noticed a performance difference using the GUI to drill down into the depot view using Win98 vs. WinNT? On my Win2K system, I can drill down into my depot view and the response time is very snappy, but a colleague of mine using Win98 gets slower response (the running man shows up for a second or two).
