Yes, but it depends...

1. Smaller IT companies encourage Blogs.

See Dare Obasanjo, Robert Scoble, et. al. for a counter-example.

2. Mass media hates Blogs and would like to see them banned.

See hardblogger.msnbc.com for a counter-example (though granted, they're not blogging about the institution they work for...).

3. Inside the Beltway - discourage them especially after last years 'Washingtonienne' scandal!

Depending, of course, on how you see "Inside the Beltway", there *are* folks blogging there (see for example Steve Clemons' www.TheWashingtonNote.com).
