That's pretty close. I don't want the IP processing path cluttered with lots of nasty crap to do fifteen different non-standard actions to every packet (just one---IPFW---is bad enough). Furthermore, implementing something like this would /not/ improve our reputation in the networking research community, and having worked hard to get FreeBSD accepted in one of our current collaborations, our group would not very pleased to say the least.
(Part of my job description is to essentially be a ``mole'' for our corner of the research community to keep things like this from making us look silly.)
So, my position is as follows:
1) If somebody wants to develop a set of patches to implement such functionality in FreeBSD, that's their business.
2) I will remain adamantly opposed to integrating same into the main source base.
