Yes. Read the maildir documentation on the web for the gory details.

Well, it's possible, but tricky. You'll have to write some tricky stuff to make sure that the message only gets placed once, into the mailbox.

But it's easier just to write a simple external script to deliver the message.

If all mailboxes use the same uid and gid, and all mailboxes are on the same partition, you could just create a hardlink from each maildir to the message file.
