I sure hope so! We're using it!
In other words, yes, I have been able to make Quica work. But it's not very easy to set up. And it's not perfect. And it only works with MySQL. So, if you have something better, I for one would be interested in seeing it.
I would like to see a full management package that allows for role-based administration (i.e. an admin can add domains easily, while a domain admin can only add accounts to his domain, etc.). Quica does some of this, but it's missing a web-based front-end for the site admin role.
