Yes. This does not seem like a serious problem. By "account behavior" we are just talking about the requirement for a "strong password".

"You have received an account asset.. your password must now be upgraded".

How exactly does that protect the asset? An unauthorized user with the old password isn't exactly deterred, they just change the password and access the asset. The authorized account holder is then left with an account to which they don't have a password. (That may not be a big problem, or it could be.)
