Is it possible to define a maildroprc config by user?

Because for example, for the moment, I run spamassassin, in my /etc/maildroprc but I'd like that for some some users, it doesn't run it.

If I create a .maildroprc in each user folder, how does it works?

He looks first /etc/maildroprc and after the maildroprc of the user?
