I have recently worked in a regulated environment in which comments were signed
off on by lawyers who delivered PDFs with signatures and copies to the
regulatory agency...

+1 on Peter's suggestion. It seems to be the ideal solution and address the
various issues discussed and can be automated to enter comments from a comments
for directly into the TC JIRA.
