The include command reads filtering instructions from another file, see the maildropfilter man page.

However, that only affects where maildrop reads the filtering instructions from, and will make no difference whatsoever regarding anything having to do with spamassassin. Spamassassin has no idea whatsoever where maildrop reads its filtering instructions from, and it doesn't care.
