No that's not correct.

Exchange always states it's got STARTTLS support in the ESMTP return string (as does Qmail-TLS), it just doesn't actually check that is the case until you ask for it, and then returns an error code. You can't blame the admin for that...

Anyone running Exchange 5+ (or Qmail with TLS patch) will demonstrate this
problem...
