That way, the person doing the translation, has to maintain just that one file, and has to do the translation for the word "Folders" for example, just once.

Although HTML templates do change between releases, the changes themselves aren't usually that major, unless there's some major restructuring going on.

My recommendation is to simply generate a patch diff between the old and the new release, and apply the equivalent changes to your local copy. This shouldn't take more than 15-20 minutes.
