To be blunt, this isn't true. I have received the self-same messages though my ISP who is running a different mail server and they are most definitely plain text. This is somewhat problematic, as the networksolutions.com messages are critical for keeping my DNS running sweetly.

Actually, now I think of it, I have a thought. Is it possible to have Courier store rejected mail messages in some place where I can examine it?

For example, publicly reject it but actually deliver it to an administration account. At least then I would not have to scour the logs to alert me when malformed but nevertheless important mail is being rejected.

I am working on the assumption that such code might already be in place controlled by some debug flag.
