thanks paul. unfortunately we are using JDK 1.3, and it looks like setting
callback=true disables _all_ version control on the project. There is a note
in vcs.config that the callback parameter has only been tested under 1.2.2
...seems a little strange, given that 1.3 is the JDK shipped with
together...

Yup - there is a flag in a config file that needs changing:
In file vcs.config set
vcs.scc.usecallback=true (default is false)
And it should work.
