You don't "start" webadmin. You start apache.

Right. You need to make sure that apache has access to the webadmin module, and knows that it is safe to run as a cgi-bin application. Then you need to type the correct URL into a web browser at an IP address that apache knows it can trust to run cgi-bin applications...
