I just talked with someone at Google. Looks like it's a system wide problem. Unfortunately, once you try to pull a report through the API, you can't even pull a report through the AdWords UI. They said they were aware of the problem and are working on it. No idea when it will be fixed, though.

We tried running reports in v8 and v9, they're just "Pending" forever. Maybe this means google is now aware of the problem and is just queueing reports until they fix it? Maybe?- Hide quoted text -
