Thanks for the reply Patrick,

As requested I ran a wget with the URL supplied and unfortunatly still recieved a timed out message (attached).

wget.exe https://adwords.google.com/api/adwords/v4/CampaignService

I stopped it after three attempts, sorry not alot to be going on with.
