This wording implies that the problem is with the connection to the SMTP
server on port 25, not POP3 on 110.
Fix the firewall to allow SMTP connections as well (for outgoing mail) or
configure Outlook to use an SMTP or other server that you are able to
connect to.
And furthermore it also says that it is expecting to make a SSL connection
which also may be part of your problem.
