No, it claims there is no default. Which means it's up to the stylesheets to decide.

and there is no mention of the default numeration for sublists. is there another part of the book i should have been looking at? just being typically confused.

Does it really matter that you have arabic/loweralpha specifically ? When refering to those items you should be using <xref> which will display whatever numbering was assigned...
