We have a test environment to a certain extent. What I am trying to do here is to set up some perimeter controls to ensure that none of the emails leave the test environment.

What about having a *real* test environment, i.e. a few machines connected between them but physically disconnected from the rest of the world? Most importantly, completely disconnected from the Internet. If you are doing this kind of tests, this is the only safe setup.

If you don't have enough real hardware to do this, VMware might help.
