Maildrop can use maildirsize file for quota limitation, can't it ?

No. Maildrop does not read maildirsize. Maildrop creates it. The maildirquota must be provided to maildrop from the mail server. Currently, maildirquota can only be initialized in maildrop via the userdb module.
