Why Standard Users should not be allowed to view the sent emails?

(I think this is allowed in other systems)

The mail queue is used for debugging and logging and generally is not needed by
users. All users can see who got an email by clicking on an email / note and viewing the "Recipients". When I went to fix the reported bug I decided to not change the
behavior and simply remove the improper link.
