I think the general method to do this is to have clients create their own AdWords account and then link them to your MCC account. You can then manage them through the API using your MCC login and API tokens.

The fact that clients have to create their accounts themselves is a bit annoying, but it also allows them to manage their own billing and keeps that out of your hair. Otherwise you would have to bill them for the AdWords costs you had incurred on their behalf, which could be troublesome if the client's decide to not pay. Of course all this depends on your business model.
