Sorry to bring this up again, I was just wondering if no one has done anything like this with Courier? I would appreciate any hints on where to look to implement such functionality.

This is a really bad idea on today's Internet. You will get spammed like crazy. The catch-all account will be so full of spam that no one will want to sort through it to find the 1 or 2 emails that a legit user typed and misspelled or guessed wrong on the To: address. Spammers will connect to your server and try random addresses, if your server accepts all of these it is a major waste of resources and a major hassle to keep up with.
