If both server and client can modify the attribute, then a means to prevent
overwriting each other's data is needed.

I agree it adds complexity, and the most recent version restricts the server
modifications to a degree we think ownership isn't required.

So I would suggest the 2nd paragraph be replaced with a simplification, to the effect that, a given instance of this attribute may be set by the client, or the server. Setting the attribute establishes ownership for that instance, for subsequent modifications or deletions.

Are you recommending that the server be required to enforce this ownership property on subsequent modifications or deletions? Tracking which entity set the value initially adds another dimension of complexity to the server that isn't required by the current specification.
