I have several issues that were assigned to staff members prior to those staff leaving. Since then we have marked the staff accounts as inactive. These users cannot be removed from an issue's assignment list unless they are marked as active accounts.

At the very least, I should still be able to remove inactive users after the fact. Ideally, any issues that were assigned to the now inactive users would be automatically unassigned for them.
