MSIEXEC is a windows program. It provides the means to install, modify, and perform operations on Windows Installer from the command line. I have windows XP and the file msiexec.exe is in the folder c:\windows\system32.

Suggest you try reinstalling windows if you have the CD - if not try to find some one with Windows 98 and see if you can sneaker net the file to your machine.
