I have used SELECT FOR UPDATE in other programs running against a single database and it worked just fine. But when I try it with the cluster it doesn't seem to do anything.

There were quite recently bugs fixed in this area - make sure you're running the latest version (check the changelog in the manual to see if your version has the fix)
