I don't think that "let them buy faster hardware" would solve this problem. These days that usually means adding more memory and more processors, which don't help at all when the problem is contention for a lock.

I also take exception to the idea that performance is a luxury. Engineers do things routinely with a fast change control system that they wouldn't even try with slow one. Providing a responsive server gives my developers the ability to understand ongoing changes more fully and to build better products.
