3.23 is pretty darn stable, even though it has that 'beta' tag on it. And
for windoze folks, it is the only free version, as 3.22 is available as
shareware only [you can try it out for 30 days and then you must purchase
a license]. 3.23 and above for windows are GPL, so you don't need to
purchase a license unless you want official support.
