Actually the way I understand it if you compile a windows usable version for MySQL directly from the source (instead of the shareware binary) it isn't required to have a paid license for it. However I refuse to use M$ products in any of my online projects so I could be wrong and have never really investigated this so I could be wrong ...I'd suggest checking the archives on this one. A member of the development team could probably provide you with a better answer :)

Since the unix source code version is not charged, if you could build a windows version from it you would probably not need to pay, you would have to build it as a cygwin application or do a LOT of porting, the source code (unix version) is definately not directly portable to win32.
