Use a catalog file to map the URLs to your local DocBook XSL distribution, which has those graphics. See the catalog chapter in my book for general information on setting up a catalog, and this specific section for rURL ewrites:

I can't see how XML catalogs are of any help here. An image location given by the value of a parameter (such as draft.watermark.image) is just a string. It is not interpreted as an URI and it is never seen by the catalog resolver.
