No, the maildroprc is processed first. If it specifies a delivery, it will override anything in the $HOME/.mailfilter files.

My apologies, you are correct.

I forgot I had an "include $HOME/.maildroprc" at the top of my maildroprc file so that any customized user settings can override the system wide defaults.
