Well... there are a number of reasons why an account might be inactive. I'd recommend that you start troubleshooting the issue by trying to log in to the AdWords web interface with the account's credentials, athttp://adwords.google.com/. You're likely to get a more informative error message from the web interface, which would hopefully include links to resolve whatever is causing the account to be inactive.
