As to my knowledge, cpu frequency scaling is not supported in Xen as of yet, if there is a patch floating around the users list, it's unlikely you will find it by posting to the bugzilla - please use the Users list first, if you suspect there is a solution available for your problem - if you want to help the developers fixing the rpoblem, you might post the patch here (after making sure it works with the newest Xen version).
