i've just mailed some tool i use to do just this (create/manage users) BUT, i must add this is rather ill documented in the mysql on-line documentation, documentation does exist however. The software can be found at http://www.mysql.com/downloads/contrib.html

I've also noticed that Jacob B. copy/pasted this http://www.mysql.com/doc/A/d/Adding_users.htmlinformation into a mail without mentioning the refering URL.
