Yes, iSCSI is a protocol, but if you can't put that protocol over a wire through which you can reach a provider, the distinction is pedantic at best.

In order for it to be useful, there need to be devices to talk to that will speak it.

Similarly, one can claim that SCSI is a protocol that's spoken over FC... But that doesn't mean you can connect an SCSI-over-FC disk drive to a parallel-SCSI HBA without an adapter. For that matter, you can speak IP over FC... But that doesn't mean you can have IP-over-FC and IP-over-Ethernet-on-fiber devices talk to each other.
