About 50% of the tests in the TC are yet to be written. The current challenge is finding a conformant implementation to run the tests against.

No compliant implementation exists right now to meet the exit criteria.
- Any red flags, etc
We need at least one compliant implementation to run/write the tests for. We'll also have to define and satisfy the exit criteria.
