I think I've figured it out, now.

The install docs say that the configure option for allowing the webmail interface to maintain its own password file is

--with-userdb=yes

When I did that, running the userdb command produced a file called "yes.dat" in the current directory.

Reading through the configure.in file, I see a reference to

--with-userdb=${sysconfdir}/userdb

which, in my particular case, would be

--with-userdb=/etc/courier/userdb

Gonna do a fresh download, configure, and install. Again.
