Did you write a program to do what you describe?

No, I used formail and procmail and a rather convoluted procmailrc. It was quite slow.

My ultimate goal is to be able to manage, sort, and archive my email with command-line tools, just as if I were sorting and archiving any other type of file in a unix environment. I would like to be able to sort the messages without modifying them in any way. It seems that there is a scarcity of tools for managing email in this way.
