Messages are sitting in modqueue/ waiting to be approved, just not sure where the moderation mails were sent.

Based on your response, putting the email in .courier-abclist-owner is the correct way to set the moderator?

Yes, but did you enable moderation in the first place?

moderation requests aren't being sent to the address.

You did not enable moderation.

You need to set the POST option for this list.
