In a previous life our solution was to train one person to be the local guru. If a person at a remote site had a question they would ask the guru first. If the guru didn't know the answer he would ask us for help. I worked pretty well in that most of the questions could be solved by the guru after a short time. After that, most of the people learned enough so that the support function took little of the guru's time.
