my problem is that not all of my users have $HOME's they are virtual so there is no reading of a $HOME/.maildroprc file

So I need to do the filtering globally, then regardless of the filtering outcome, get the mail to the user.

Run maildrop in delivery mod and create a maildroprc file in /etc/

This file will be processed prior to any .mailfilter files - again read the doco for this.
