When you use a tool that allows you to specify dimensions or other values, simply start the tool (usually by clicking once and then moving the mouse in the direction you want the tool to be used in) and then start typing your values.

Do not attempt to click into the VCB to edit the values. Simply type away while the tool is in use - whatever you type will be displayed in the VCB as you enter it.
