I created a /etc/courier/maildroprc and put VERBOSE=9 in it. I'm not seeing anything new in the maillog.

So perhaps you are right that maildrop is not being invoked. The question then becomes how is my mail being delivered?

I'm seeing this logged if I sent email from my illusions account to a user named smiller on the machine running Courier.
