They (almost) mean the same thing, but in different names.

How about zh_TW.eucTW then? (zh_TW.eucTW is supported by both X11 and citrus).

This is great ! But do I misunderstand you ? zh_CN.EUC and zh_TW.eucTW are different.

BTW, the only Chinese document published in zh_TW.eduTW I have ever seen is by Sun Microsystems.
