Local System has no access to the network. This includes shares (mounted or not).
You should either: 1) Run p4d as yourself 2) Create an user account to run instead of LocalSystem which only has rights to the share.
Option 1 is easiest. Option 2 is a little more secure.

Hi List,
Where would I find info about putting the depot on a NetApp?
I can't seem to get it to work ...
Date 2002/05/15 13:30:44: Operation: lbr-SubmitFile Operation 'mkdir' failed. Librarian checkin t:\depot\netapp\sample1/build.bat failed. can't make directory for t:\depot\netapp\sample1/build.bat,v mkdir: t:\: The system cannot find the path specified.
with these lines in the depot spec: Type: local Address: subdir Map: t:\depot\netapp\...
and t: is mapped on the perforce server to point at the netapp. The drive mapping is done using an account (mine) that has access to the relevant share. P4d is running as LocalSystem and is allowed to interact with the desktop (not sure what that implies)
Clues gratefully received.
