This used to work... but it still allows users to be created... very annoying... I had to create dummy users to fill the slots...

I recently reported a bug to perforce that if there is a protection line that removes access to all users, like
list user * * -//path/...
that users will still be able to created, but they will have no access. I recommend creating place-holder accounts up to the license limit to keep users from being created.

Thanks for all the help. I've got the protection set up, following your advice in conjunction with http://www.perforce.com/perforce/doc.032/manuals/p4sag/03_superuse r.html#104 6585. While only the users in my group are now allowed to access the depot, I still get a new user created.
My Windows XP user name is "Bj?rn Toft Madsen". The user I would like to use on P4 is "bjorn". When I log on from the client, a new user "Bj?rn_Toft_Madsen" is created, despite the fact that "bjorn" is selected as my default user. Does my P4 user name and XP user name have to match to prevent this creation?
Btw: The Bj?rn_Toft_Madsen has no rights to access the depot, so the security aspect is working fine. Merely a mess that a new user gets created every time.

To expand on the protections option, see http://www.perforce.com/perforce/doc.032/manuals/p4sag/04_prot ect.html#10168 08
The basic idea is to create a group of users, e.g. "all_users" to which you add a list of allowed user names (see above link). Then edit your protections table and remove any lines which have "*" in the 3rd column.
E.g. change:
write user * * //... super user fred * //...
To:
write group all_users * //... super user fred * //...
From that point on, you just edit the group to allow people access (or remove it).

Yes -- when installed, Perforce defaults to using your current user name as the Perforce account name.
You can tweak your Perforce server's protections table to prevent users from creating accounts, but the easiest way is to create "filler" accounts that use up your available license count. Delete them and create new user accounts when they're needed.
