Here's a candidate for the catalog file. It presumes that the DTDs themselves
will be published in the "dtds" subdirectory on the website, as per previous
practice. If this is changed as a result of SHALE-230, the xml:base attribute
will need to be updated.

To make it easy for tools to import local versions of DTDs and Schemas defined
by Shale, create an XML Catalog according to the OASIS specification for
catalogs[1], and publish it on the website in the same directory that DTDs and
schemas themselves are published.
